MEMBERSHIP AND VOTING RIGHTS (MOAS Constitution)
Section 1. The membership of this organization shall be composed of

(a) men or women who are or who have been commissioned and warrant officers of the seven services (Army, Navy, Air Force, Marine Corps, Coast Guard, National Oceanic and Atmospheric Administration and the Public Health Service) and the reserve and other components of the services, and (b) widows and widowers of any deceased individuals who would, if living, be eligible for membership.

Section 2. Subject to the provisions of Section 1 above, membership shall be of two classes, Viz.:
(a) Regular members: Those eligible for membership, as prescribed
in Section 1 of this Article, who apply for membership and pay the
prescribed dues.
(b) Auxiliary Members: Widows and widowers of any deceased individual,
who would, if living, be eligible for membership.

Section 3.
(a) The Board of Directors may grant Honorary Membership to certain
individuals in recognition of their service to the nation, the retired
community or the Association. Normally, an individual eligible
for regular or associate membership is not eligible for honorary
membership. However, if he holds and elective or appointive office
at the National State or Local level, he may be extended honorary
membership during his tenure of office. Honorary membership shall
not convey any voting rights or entail any requirement for payment of
dues.
(b) The Board of Directors, in recognition of the camaraderie which exists
between military allies, may grant a special membership to officers
retired from the military service of a nation allied with the United
States. These shall be known as Allied Officers Members, shall pay the
same dues as voting members, and shall have no voting rights.

Section 4. Application for regular and auxiliary membership shall be
submitted on an application blank provided by the Association and
submitted to the Membership Chairman. Recommendations for Honorary
and Allied Officer membership shall be submitted in writing to the Board
of Directors by regular or auxiliary members. The Board of Directors shall
be empowered to accept or reject any application or recommendation for
membership.

Section 5. Any member may be dropped for good and sufficient cause by the Board of Directors after he has been given an opportunity to be heard.

Section 6. All members, except Honorary and Allied Officer are eligible and
should hold membership in our affiliated organization, the Military Officers
Association of America. All Officers and Directors of this Association must
be a member of national MOAA.

Section 7. Regular and Auxiliary members shall be entitled to vote on any
matter submitted to the membership for vote. Proxy voting shall be
permitted in accordance with procedures as described by the Board of Directors.
